Village manager: environmental assessment to unlock $900,000 grant for Elm Street pipe repair
Summary
Manager Eric reported the selectboard approved a bid enabling an environmental assessment required by an MBRC grant; the assessment is a precondition to access about $900,000 for the Elm Street pipe-repair project, and construction aims to proceed next season if schedules and findings allow.

The Woodstock village manager, Eric, told trustees that the selectboard approved a vendor bid to carry out an environmental assessment for the Elm Street pipe-repair project, a step required before the village can access an MBRC grant estimated at $900,000. "That assessment is a requirement of the MBRC grant," Eric said, adding the town must complete it before funds are released.
Eric said the assessment will begin as soon as possible with the goal of getting the pipe under the bridge by foliage this year, but cautioned the timeline is tight and depends on how quickly the assessment and subsequent steps proceed. He also said separate vendor negotiations are under way for a new well and a pipe replacement project from Cox District to the rec center, with construction hoped for next spring.
Trustees asked whether the environmental contractor will also inspect wooden panels on the bridge; Eric clarified the assessment focuses on river-related environmental impacts and that structural repairs would be included in the later construction bid package. The board received the report as an informational update and did not take a formal vote on the assessment at the meeting.
