At a pre-map public hearing convened under California Election Code section 110, consultant Jonathan Salt walked the board and public through the district's transition process from at-large to trustee-area elections under the California Voting Rights Act (CVRA). Salt explained there is no intent requirement under the CVRA and that the common safe harbor is to move to by-trustee-area elections; he said the demographer will draw roughly five trustee areas of about 3,200 people each based on the census.
Salt presented demographic figures and mapping criteria: roughly 16,000 people live in the district, about 17% of the district's citizen voting-age population is Hispanic/Latino, and the demographer will consider total population balance, citizen voting-age population (CVAP), contiguity, communities of interest, and natural or artificial boundaries. He cautioned that the demographer cannot use incumbent addresses and noted maps drawn now will be valid until the 2031 census unless changed per the established schedule.
