The change was offset by a revision in the asphalt replacement specification for Main Street parking that reduced overall field quantities and kept the change order cost neutral.
"This is a no cost change order," staff stated, explaining that the additional pipe and hydrant relocation were balanced by changes to pavement specifications. The modification was described as a practical solution to cover utility coverage and avoid two hydrants on one private property while providing hydrants where they were missing.
Council moved and approved the change order; staff said the modification helps finalize project work ahead of Maydays and will be memorialized in project records for final acceptance.
