"We used a scientific calculation based on number of rooftops, number of trips that each rooftop generates per day, to create a future ADT," the consultant said, describing how projected development influenced ranking. Council accepted the report to provide a data‑driven basis for future project selection; staff cautioned that volatile material prices and planned waterline construction (70th Street) mean some top‑ranked segments may not be practical to bid immediately.
Staff said they will bring refined cost estimates and potential phasing options back to council so that road projects align with waterline schedules and budget availability.
