"We recommend conditional approval on this one as well," staff said, asking that updated plans and a full materials list be filed with ODEQ prior to final sign‑off. Council voted to conditionally approve the application and directed staff to request the revised plan set and material quantities expected within the week.
Staff noted the conditional approval is intended to keep the ODEQ filing on schedule while retaining the ability to require technical clarifications before final acceptance.
