Council conditionally approves temporary utilities for Academy; permanent waterline required before building permits

Staff described plans submitted by Cedar Creek for sanitary sewer and a temporary water line that would serve portable buildings while the developer completes the permanent 1,500‑foot water main. Staff recommended a conditional approval of the ODEQ application for the temporary utilities but said that permanent building permits should be withheld until the permanent line is in place to ensure adequate volume and pressure for fire suppression.
"We are not gonna issue any building permits on the permanent buildings until that 1,500 foot line is installed," staff said, noting a 1½‑inch dead‑end line cannot deliver the necessary volume and pressure for the school’s fire suppression systems. Councilor Ben Witt moved the conditional approval; the motion passed on roll call.
Staff also indicated plan review comments remain on the sanitary sewer design and that final sign‑off by the mayor or city manager will be used to expedite a conditional approval once outstanding items are resolved.
