A presenter explained the city’s franchise agreement with Cal Waste and said Cal Waste provides a year‑end, static list of customers who did not pay; the city forwards that list to the county for levy on property tax bills and receives a portion of the revenue as franchise fees.
Council members asked whether the city itself could levy penalties; staff responded that penalties are handled by ordinance and that for this process the city is not separately levying penalties — any penalties would appear in Cal Waste’s totals. A council member made the motion to adopt the resolution and it was seconded; the clerk conducted a roll-call and the motion carried. The council did not add additional penalties or changes to the franchise process during the vote.
