The Sandy City Council approved the low bid of $561,990.50 from Knife River Corporation Northwest to complete the 2026 pavement maintenance program. Staff said the work is funded from the street fund contingency (about $2.9 million available) and described the package as including grinding/inlay, slurry seal and five point repairs.
Councilors raised concerns about the quality and communication from prior contractors. One councilor said some streets "did not look good" after last year's work; AJ (project staff) acknowledged the complaints and described timing and product issues that required follow-up repairs. AJ said the city's PCI (pavement condition index) has slipped below 80, arguing for continuing an annual maintenance pace instead of the prior every-other-year approach.
The council voted to accept the Knife River bid and authorized the city manager to execute the contract. Staff said they will bring a presentation on the PCI and a clearer public-communication plan before the next budget process to explain how streets are prioritized.
