Council hears stormwater study underway; sewer rate adjustments discussed

Staff (S4) told the council that Miller Land Surveying began surveying in town this week to map inverts, outfalls and catch basins as part of a stormwater study intended to inform long-term utility planning. S4 also said the town will run vacuum truck operations and replace a storm tile between Andrews and the alley north of Andrews next week.
On sewer finances, S4 reported that Baker Tilly reviewed current rates and recommended a practice of 2–3% increases biannually to keep pace with costs and SRF loan covenants; staff flagged continuing infiltration/inflow issues and proposed dye testing of private connections and door-to-door inspections. Council discussed enforcement penalties and potential ordinance or administrative steps to require compliance; staff said follow-up and monitoring will be scheduled.
