Selectboard holds public hearing on Spring Hill culvert replacement; TAP-funded project to go to bid

Matt Bachler of the Windham Regional Commission presented the Spring Hill culvert replacement project at a public hearing required by the Transportation Alternatives Program (TAP). He reported that easements from adjacent property owners have been secured and that the right of way with VTRANS is in place. Bachler said the project is expected to be bid in late January, with proposals due in late February, and that construction should begin in late spring and conclude by late summer. He also said an RFP for a construction‑inspections firm has been issued and that the recommended firm will be proposed at the Selectboard’s Feb. 2, 2026 meeting.
The presentation included traffic impacts and funding status: Bachler told the board there will be a temporary closure of Spring Hill Road for two to three months during the summer with a signed detour and advance signage. He also said the project team applied for additional TAPP funding of approximately $300,000 and a decision on that supplemental award is pending. No public questions were recorded during the hearing, and the Selectboard formally adjourned the hearing before moving on to other business.
