MDE: state has not issued a data-center water appropriation permit; counties sometimes allocate existing permits

MDE staff said Maryland has not issued a standalone water-appropriations permit for a data center and described a Frederick/Quantum example where the county allocated part of its appropriation and the site used reclaimed wastewater.
State environmental staff told Baltimore County that, to date, Maryland has not issued a water-appropriations permit specifically for a data center. "We have not yet issued a water appropriations permit in the state specifically for a data center," Zach said, then described how some data centers instead use an allocation from a countys existing appropriation.
He cited the Quantum site in Frederick as an example: the county gave that project a portion of its water appropriation and the development also used reclaimed water from the wastewater treatment plant. MDE staff offered to work with Baltimore County on whether a project would use groundwater or surface water and to connect county staff with water-supply program experts.
