Mick Sobiax, who read the ordinance caption to the council, said the measure "approves a contract to put a drive through there so you can get cars back at night when they are conducting funeral services." After the caption reading, the council moved to adopt the ordinance and members answered in the affirmative during a roll-call sequence. The presiding officer declared, "This motion is adopted."
Council discussion as recorded in the meeting emphasized that the funds were part of the prior-year capital allocation and that the drive and Section 39 expansion are intended to increase lot availability and improve access. The ordinance included an emergency declaration as read aloud during the meeting.
