The commission approved certifying a preliminary stormwater assessment increase from $75 to $90 per equivalent residential unit (ERU) for FY2027, a $15 annual increase staff said is needed to support drainage maintenance, canal work, and compliance obligations. Budget officer Heidi Brock and public-works staff explained the increase is modest compared with deferred maintenance needs and recommended development of a stormwater master plan to strategically prioritize projects.
Public-works staff described system issues that contribute to flooding, including disconnected drainage segments and increasing impervious surfaces due to development. "The stormwater assessment cover not just maintenance of the existing system, but also improvement to the system," staff said, adding the master plan will identify hotspots and a coherent five-year project plan. Commissioners agreed to certify the preliminary rate for TRIM and to conduct outreach before a Sept. 14 hearing for final adoption.
