City moves to increase single-family solid waste assessment to $401 for fiscal 2027

The commission voted to certify a preliminary solid waste assessment for single-family residences of $401 per year for FY2027, a step staff said is needed to reduce reliance on the general fund and to keep pace with Waste Management contract escalators and rising disposal fees. Staff noted the consultant recommended a full cost-recovery rate of $573 but proposed staged increases to avoid an immediate large jump for residents.
Heidi Brock described the rationale: increased recycling processing fees, fuel and transportation cost increases, equipment replacement, and labor costs. Staff clarified that condominium and commercial accounts are billed separately and are not part of the single-family TRIM assessment. The commission approved certifying the preliminary rate and directed staff to proceed with TRIM certification and resident outreach in advance of the Sept. 14 public hearing.
