Council hears summer fellows’ research on public safety, arts impact, transit access and healthcare gaps

The County Council heard final presentations from its summer fellows program, featuring eight student projects with recommendations for county policy and operations.

Presentations and key findings included: Stacy Cabrera (MC Fire & Rescue) who tracked emergency incident rates and recommended multilingual evacuation instructions, a public emergency‑resource map and a community preparedness ambassador network; Emma Davis who found limits in the county’s arts impact metrics and recommended a public arts impact dashboard and standardized evaluation framework; Travis Henderson (MCPD) who recommended expanding multilingual community outreach and phased expansion of civilian liaisons; Emma Jones who analyzed the Economic Development Fund and urged stronger outcome data and grants management; Justin Nixon who recommended longitudinal tracking for MCPS CTE outcomes; Emmanuel Bwatin (MCDOT) who mapped pedestrian comfort to Ride On stops and identified 175 priority stops needing accessibility and crossing fixes; Esoe Aoi who focused on Poolesville primary care workforce barriers and suggested incentives and transportation links; and Courtney Yackel who documented chloride impacts from road salt and proposed grant/loan programs and policy changes to reduce chloride pollution.

Council members from across the chamber praised the fellows’ work and asked detailed follow‑up questions. Several chairs said the findings will be incorporated into upcoming committee sessions and staff reports (for example, economic development fund review and a planned fall update to the 10‑year plan). The presentations produced a number of operational suggestions the council asked staff to track and follow up on.
