The Montgomery County Council voted July 28 to authorize special obligation bonds for the Vida White Oak Development District, with an aggregate principal cap not to exceed $420 million. The authorization is part of a tax‑increment financing strategy to fund infrastructure and projects in the development district.
Committee chairs said the joint Government Operations and Fiscal Policy and Economic Development committees reviewed the proposal and added an amendment requiring the county executive to seek council approval by resolution before issuing bonds that would push cumulative debt under this authorization past $220 million and $320 million. The joint committees recommended passage with amendments and the council approved the bill on a unanimous roll call.
Committee members framed the amendment as a safeguard to preserve the council’s oversight of cumulative borrowing tied to the project. “The amendment clarifies and requires that the county executive seek and obtain the approval of the council by resolution prior to issuance of bonds that would bring the cumulative debt under the bill’s authorization above both $220,000,000 and $320,000,000,” a committee chair said.
The authorization does not constitute a pledge of the county’s full faith and credit; bonds are to be special obligations. Implementation will require subsequent steps by the executive and continued committee oversight.
