A resident asked why properties that are more rural but inside Kechi city limits still pay stormwater fees. Public works staff explained that the fee funds maintenance of ditches and stormwater infrastructure that serve properties draining into those systems. "Stormwater would be defined as anything that runs off into the ditches," a staff member said when describing what the fee covers.
Staff explained that the fee is assessed according to the amount of impervious surface on a parcel because such surfaces increase runoff and maintenance costs. Council answered follow-up questions and confirmed stormwater maintenance is a city responsibility; no rate change was made at the meeting.
