Council introduces ordinance to streamline permitting for hydrogen fueling stations

The Guadalupe City Council introduced an ordinance July 28 that would create an expedited, checklist-based permitting process for hydrogen fueling stations and amend related zoning sections of the municipal code.
Contract planning director Larry Appel explained the ordinance is intended to implement Senate Bill 1418 (signed in September 2024) that requires cities and counties to adopt streamlined permitting for hydrogen fueling stations by September 2028. Appel said the likely local sites would be one of the city's three existing fueling stations but noted limited market interest: one operator said they were "not interested at all" and the other operators had not responded to outreach. He also described the checklist that will help determine whether an application is ministerial or requires a conditional-use review.
Councilmember Lumenie moved to introduce the ordinance by title, waive the first reading and continue the matter to the August 11 meeting for second reading and adoption; a roll-call vote recorded ayes and the motion passed. The ordinance amendments include changes to mixed-use, general commercial, neighborhood commercial and general industrial zoning chapters in Title 18 as well as amendments to portions of Title 12 referenced in the staff report.
