During purchasing review, a board member asked whether the Staples contract was no‑bid; purchasing staff said it is a cooperative contract (a "piggyback" arrangement) that had been bid by another entity and that the district is contracting through that cooperative, describing it as an annual cooperative no-bid arrangement. "So a co op to contracts with other agencies or other departments…we are able to sometimes we call it a piggyback off of those contracts," a purchasing staff member explained. Board members asked clarifying questions about the recurring nature and procurement implications.
