"We receive about 578,000 in a two-year cycle" in a federal grant that supports roughly 2.3 FTE for mobility work, Staff (S18) said, describing an 80/20 match and noting Scott County currently provides roughly 70 hours of TransitLink coverage while Carver provides about 30 hours.
Staff recommended three actions for board consideration: allow staff to modify and renew the joint mobility-management cooperative agreement; explore contracting with a vendor/broker to cost and model NEMT options; and consider transferring TransitLink administration back to the Met Council by 2026-10-01 (which requires 60 days' notice). They also outlined the finances and service split: total program administration and operations were described as about $3.9 million with current county shares and noted that NEMT county costs run around $240,000 per year (Scott ~$160,000; Carver ~$80,000). Commissioners supported moving the items forward for board action and legal review.
No final board vote was recorded in this meeting; staff said they will prepare contract extensions and legal review for each board to consider in July so service continuity and procurement steps can proceed ahead of grant and contract deadlines.
