Marion Junction regional trail: $22.5M construction proceeds after flood delays, Carver park reopening this week

Adam Jessam, Assistant County Engineer for Scott County, gave a construction update on the Marion Junction Regional Trail Phase 1 project and described work completed this spring, the riverbank stabilization program and remaining schedule items. "It's a $22,500,000 project," Jessam (S3) said, noting Ames Construction leads construction and the scope includes 2.2 miles of multiuse trail, four bridges and 3,300 feet of bank stabilization.
Jessam said the project faced a significant delay in 2025 after river flooding but that winter concrete pours and other recovery steps helped keep the schedule on track. He described ongoing work placing more than 33,000 tons of riprap and installing geogrid material to stabilize steep river slopes; Bridge Number 8 saw beam-setting in February and decking in May. On the Carver side, Jessam said the riverside park reopening is scheduled for the end of this week, and the overall trail construction is targeted for substantial completion this fall with a November 1 target date.
County officials asked about inspection, maintenance responsibilities and budget impacts; Jessam and county staff said Scott County will hold the bridge and share major bridge maintenance responsibility with the Carver County Railroad Authority per the JPA. No additional formal actions or new funding approvals were recorded in this session.
