Board approves Measure HV prequalified architect and surveying pools and temporary use of Fund 40

The Hermosa Beach City School District board approved multiple Measure HV procurement and funding actions intended to keep capital projects moving while bond financing is finalized.
Miss Montalvo told the board the district received proposals from nine firms and selected two architect firms (PBK and West Group Design) to be in a pool of prequalified candidates. She also presented a recommended list of prequalified topographic and land surveying firms (IMEG, NV5, BKF Engineers, PSOMAS). Miss Montalvo said no costs are associated with prequalification at this stage.
The board also approved Pringle Group Inspection Services as the inspector for Hermosa Vista Elementary School’s turf conversion project; staff noted Pringle has been used for prior Measure S projects. On financing, Miss Montalvo explained that to maintain project momentum the district identified Fund 40 as a temporary source of capital for Measure HV expenditures and presented Resolution 20 24 25 authorizing the temporary use of Fund 40 with reimbursement from general obligation bond proceeds upon sale and issuance. The board approved the resolution.
Board members asked procedural questions about how the district will choose between prequalified firms at the project stage, and staff replied that both companies would submit bids when specific projects are prioritized. No dollar amounts for project budgets or contract values were disclosed at the meeting; motions to approve the pools, the inspection services and the resolution passed by board vote.
