Commission removes no-COAM stipulation for convenience store, adds hours restriction

The Paulding County Planning and Zoning Commission voted July 28 to recommend removing a prior zoning stipulation that prohibited coin-operated amusement machines (COAMs) at a nearly completed convenience store, while adding a stipulation restricting hours of operation to 5 a.m.–10 p.m.
Applicant Stanton Porter said the store is built but not yet open and that county code (aligned with state law) allows up to six Class B COAMs subject to licensing and placement rules. "The planned hours of operation are 5AM to 10PM," Porter said, offering the hours limit to address concerns about late-night activity. Staff told the commission it had no objection to the request but commissioners discussed adding a stipulation; the applicant agreed to the hours condition.
A nearby property owner, Linda Robinson, identified herself as owner of 18 acres behind the site and said animals are kept on the property; she expressed concern that "undesirables would be hanging around there." Porter responded that the machines are tightly regulated by master license holders and that no-loitering signs are posted, and the commission approved the removal of the prior stipulation with the added hours restriction.
