City Manager Grayson Path presented a multi‑part reorganization of the city’s executive leadership designed to align departments by mission and reduce operational friction. Path said the chief operating officer (COO) function will extend his capacity and that Andrew Freeman would be formally recognized in this role to coordinate cross‑portfolio issues, grants‑intensive departments and IT/finance/HR coordination.
Path also proposed moving the public safety director designation to the assistant city manager portfolio vacated by Rich Guyon and asked the council to approve a search led by Strategic Government Resources, estimating the process would take about four to six months. Path emphasized that the city attorney, internal audit and city secretary will continue to report directly to the city manager to preserve independence. Councilmembers asked about communications and continuity; Path said he would serve in interim capacity over public safety while recruiting.
