Selectboard accepts Wastewater committee’s North‑village hookup priorities; reserves capacity option discussed

After several months of permitting and design work, the Village Wastewater Committee recommended a prioritized order for connections in the North and South villages. On Dec. 1 the Selectboard accepted the committee’s prioritization memo prepared by the Windham Regional Commission and discussed reserve capacity options for future public or commercial needs.
Committee Chair Gary Hedman told the Selectboard the North Village has limited design capacity and that the committee’s recommendations balance public benefit, technical feasibility and cost. The board approved the prioritized list unanimously (Prouty abstained from the earlier meeting due to a potential conflict). The Committee also proposed holding a modest reserve (about 10% of system capacity) to enable a small number of strategic connections later; staff estimated that reserving 10% would have a modest annual cost if apportioned across the grand list.
Why it matters: The allocation decision determines which homeowners and businesses can hook up in the near term, affects user fee calculations and informs permitting and bidding timetables for construction.
