Coats board recesses budget hearing as moratorium, property revaluation remain unresolved

Town Attorney Al Bain advised the board to recess the public hearing until the legal status of the state bill could be determined. The board recessed the hearing to June 29, 2026 at 7:00 p.m. by a 4–1 vote: Ayes — Commissioners Marc Powell, Shirley Allen, Todd Pope and Monique Warren-Clegg; Noes — Mayor Pro Tem Kelvin Gilbert. The minutes record the motion as moved by Commissioner Powell and seconded by Commissioner Allen.
When the board reconvened on June 29 it adopted an interim July–August budget to maintain operations while staff and the board awaited the state bill’s outcome. The minutes do not record a dollar figure for the potential revenue change tied to the re-evaluation; staff prepared two full-year scenarios to reflect the different assumptions.
