Sink emphasized the agreement does not remove students' status as Catawba County School students but provides clarity about placements and payment mechanisms; he noted mediation provisions if disputes arise among the parties.
Board members asked for more enrollment detail and funding breakdowns; staff said they would provide those figures in work sessions and the board then approved the agreement unanimously.
