Planning commission approves referral to allow underground utility vault at Baldwin Plaza

The Planning and Zoning Commission voted to recommend a city easement that would allow United Illuminating to install an underground electrical vault at 1130 Broad Street in the Baldwin Plaza area.
Max Perez of the Office of Economic Development told commissioners the vault will be installed below the sidewalk and accessed through a flush metal hatch that "closes" so there is no trip hazard. Perez said only United Illuminating will have access to the vault and that the company will restore the sidewalk surface when the work is complete. "They're restoring the property back to its original phase," Perez said. The commission placed the 8‑24 referral on the consent vote and approved it with no opposition.
The referral is intended to bring additional power to that section of downtown; staff did not identify additional mitigation conditions beyond standard restoration and access controls. The commission recorded the matter as carried and closed the item.
