City staff presented an overview of the proposed FY2026–27 budget and said public-safety costs are the principal driver of projected stresses in the general fund. “This is the 1st time our general fund is running a little negative,” the presenter said, noting that increases in fire and BOAC/911 charges had pushed expense projections above typical revenue assumptions.
Staff described a multi-jurisdictional effort to find a sustainable long-term fire-service solution, including a five-year renewal with partners at Gresham (7.3% for fire) and an ongoing task force. The presentation emphasized conservative revenue projections (flattened interest income and cautious property tax estimates) and recommended preserving fund balances and limited discretionary spending until public-safety financing is resolved.
