Staff previews timeline for revised Housing Action Plan, says second draft due after summer

Senior Planner Ray Sosa gave a status update on the Housing Action Plan (HAP) update, explaining it is an update to the city’s 2018 housing strategy. He said staff began work in Sept 2024, hired an engagement consultant (Burke) and completed a first phase of public engagement; staff expects a first full draft in mid–late May and a second draft after summer followed by council and planning commission review.
"No action is required tonight," Sosa said, noting that staff will also pursue related code revisions including middle housing updates and a second comprehensive revision to affordable‑housing codes and the multifamily tax exemption (MFE) program. Councilors praised the engagement work and asked staff to return with draft details and metrics for measuring outcomes.
