Bothell council votes to preserve option to pursue direct CDBG entitlement funding

Council adopted a resolution directing staff to provide notice of intent not to renew interlocal cooperation agreements with King and Snohomish counties for HUD's Community Development Block Grant (CDBG) program, a step staff said preserves Bothell's option to pursue direct entitlement funding if HUD confirms eligibility later this summer.
Director Greenspan reviewed the choice: remain in county consortiums (auto-renewing interlocal agreements through 2029) and receive regional allocations with low administrative burden, or preserve the option to be an entitlement city receiving a formula allocation directly from HUD and assuming federal program administration duties. Staff estimated a Bothell entitlement allocation at approximately $200,000 per year and noted King County historically invested roughly $50–60,000 annually in Bothell projects.
Greenspan said the decision is time-sensitive because the interlocal agreements automatically renew unless the city provides notice by July 7. "Staff recommends positioning the city to pursue entitlement status if HUD confirms eligibility later this summer," he said. Council members debated tradeoffs: potential additional local control and predictable funding versus increased planning, reporting and environmental review responsibilities.
Council member Kirk moved the resolution to request notice; the motion was seconded and passed by roll call (5–0). Staff will notify HUD and the counties and return with additional information as HUD confirms eligibility and outlines transition steps.
