Council approves transfers to cover vision, dental and health insurance gaps

Council members approved a package of intra‑fund transfers on July 28 to move appropriations from health‑insurance lines into vision and dental lines after staff explained those benefits were not included at budget adoption.
Finance and auditor staff explained the transfers are calculated based on number of employees in affected departments; staff used the Hoosier Energy estimator as a planning tool for some projections but said municipal advisor work (Baker Tilly) remains the detailed analysis resource. Kylene Swackhammer of the planning commission said staff recalculated needs for vision and dental to ensure coverage through the remainder of the year.
Council asked whether the transfers would carry departments to year‑end; staff said they should, while noting some PERF and disability lines still need verification. Several roll calls were held and motions to approve the transfers passed.
Members asked department heads to monitor short‑term disability, long‑term disability and life insurance lines and report if additional adjustments will be needed. Staff said departments that had multiple fund lines (10k/20k/30k) should confirm the correct line pulls so future budgets accurately reflect costs.
The transfers are bookkeeping and appropriation adjustments to ensure employees retain coverage and departments do not run short on needed benefit lines.
