City hears update on regional radio sites and dispatcher staffing from ECSO

City Administrator Ryan Nolan reported Sept. 25 that four regional radio sites for Emergency Communications of Southern Oregon (ECSO) are "near completion at the end of this month" and that the sites will be tested in October, with a goal of bringing the entire system online in June 2026. Nolan said ECSO currently has 32 dispatchers in training out of 37 positions and 13 of 15 administrative/support positions filled.
Nolan framed staffing as an ongoing challenge and said the agency expects to be "well staffed soon" as the two new dispatchers complete training. The council did not take formal action on the report but recorded the operational update for ECSO.
