Council hears Emergency Communications of Southern Oregon update on tower and finance plans

City Administrator Ryan Nolan reported to the council that Emergency Communications of Southern Oregon (ECSO) has one tower left to complete and is reviewing how it collects dues from member jurisdictions.
Nolan said the group is exploring a valuation-based approach to dues, similar to property-tax allocation, that would include an approximate 3% annual increase to cover rising service costs. He said ECSO plans to hire an auditor to assist with implementing the change.
The mayor also recognized ECSO chaplains Jim and Lorrie Williams for taking on new roles with the organization and thanked them for their community service following retirement.
