Committee to fold 2013 street improvement list into annual CIP review, not the comp-plan update

A staff participant (S5) said the old list "only existed in the comprehensive plan, the 02/2013 comprehensive plan" and that the town will not place that list directly into the comp-plan update. Instead, the list will be maintained internally and folded into the capital improvement plan so priorities can be reviewed and updated regularly. Participants noted many items on the old list were completed or were VDOT projects and that the town should rely on smart scale and MPO processes for larger projects.
Committee members asked that the CIP be used to set a regular review cadence so priorities align with funding and the town’s strategic plan. The committee agreed staff should develop and maintain a CIP that reflects evolving transportation needs and present a prioritized list as part of the town’s capital planning.
