Commission asks for clarity on 2025/2030/2050 targets and population basis

Members asked whether the 180% reduction (cited in the draft) applied to current residents or to projected future population, and requested that the plan state explicitly which population is used or that targets be prorated per household.
The commission asked staff to add a clarification in the plan that identifies the population baseline for numeric targets or to include language explaining how the town will prorate or adjust targets as population changes.
