He said there is widespread interest in the proposed rural-project component and that staff are taking extra time to ensure the rules are effective in practice.
"We had hoped to get a stakeholder draft out by the end of January, but we're taking just a little more time to ensure that everyone's on the same page before we proceed," Walder said, adding that the complexity of the proposal requires a holistic approach. Staff expect to announce stakeholder sessions later in the month and to work with stakeholders to refine the draft.
