Council unanimously backs grant application for UGB expansion planning (Resolution 2026-14)

Scott Woodford of the Community Development Department asked the council to support the city’s application for a Department of Land Conservation and Development (DLCD) grant to assist with urban growth boundary (UGB) expansion planning. Woodford said the grant would complement an existing grant the city already has for infrastructure planning and could be used for an infrastructure financing analysis and, depending on award amount, wetlands inventory or trails planning.
"This is a request for support from the council for a grant that's application has already been submitted to the state for urban growth boundary expansion planning," Woodford said. He asked only for council backing so the city could submit the packet; councilors observed that DLCD frequently asks for formal local support. Councilor motioned, seconded and the council approved Resolution 2026-14 with no nays.
The resolution will accompany the city's grant application; staff said they will notify council of the outcome once DLCD completes review. No substantive changes to local policy were enacted tonight; the vote was to endorse application submission and allow staff to proceed with grant administration if awarded.
