On July 27 Fairhope’s council processed a large package of zoning matters: cleanup items and definitions (adopted unanimously), a multifamily/apartment ordinance (adopted 4–1), a rezoning for Thomas Hospital property on Northrop Avenue, and PUD amendments that passed 3–2 imposing density caps and a minimum acreage requirement.
The Thomas Hospital rezoning (two parcels totaling 0.35 acres at 751 and 757 Northrop Avenue) moved forward with staff and planning‑commission support so the hospital's site improvements and permitted uses align with B‑2 general business zoning. Planning staff noted the application had received a unanimous positive recommendation from the planning commission.
The PUD amendments generated the most debate. Opponents warned that placing hard density caps and a three‑acre minimum could limit creative solutions PUDs are designed to permit; proponents argued the changes were needed to prevent PUDs from being used to circumvent density limits. After discussion the council adopted the PUD amendments 3–2, setting the city's expectations for future PUD applications.
