Billings County commission asks speakers to state names and boosts recorder use

S2, the Clerk, reminded the group of a staffing and records practice: "to make sure that everybody speaks their name prior to making a comment," she said, noting the policy manual already includes that guidance. Commissioners said using the recorder's capabilities and asking speakers to announce their names should help when staff later review audio for clarification.
