The mayor announced that House Bill 4035 provides an expedited path to expand Woodburn’s urban growth boundary by approximately 120 acres, which city staff estimate will allow development of at least 600 new homes with a minimum 30% affordable housing requirement.
The mayor linked the expansion to a joint public–private effort, thanking housing partner FHDC and officials including Representative Leslie Munoz and Governor Kotek, who signed the bill in Woodburn two days earlier. “Also, thanks to the passage of house bill 40 35, Woodburn now has an expedited pathway to expand our urban growth boundary by approximately a 120 acres for residential development,” the mayor said.
The mayor identified the area as near Boones Ferry (south side) and Crosby Road and said the Young Street apartment project will deliver at least 70 new affordable rental units developed in partnership with FHDC. He added the city expects roughly 325 single-family homes in the upcoming fiscal year but does not anticipate multifamily groundbreakings in fiscal year 2026–27.
