Will Haskell of Gorrill Palmer told the Select Board the firm uses pavement-condition tools such as RSMS and MicroPaver to assign a PAVER index (100=new road, 0=failed) and to identify the most appropriate treatments before roads fail. He said the firm uses a hybrid approach—measuring crack types and lengths and conducting on-site inspections before entering data into the software.
Haskell explained that knowing a road’s condition helps determine whether to pursue preservation treatments versus reclamation, and that costs can be estimated and assigned to each road over a five-year plan. He said the town already has DOT data that can be loaded and that Gorrill Palmer’s additional field checks inform more rigorous recommendations.
Select Board members asked about cost impact; Haskell said the incremental cost was minimal if the town already owns software licenses. The firm left informational packets for the board to review and recommended that pavement preservation be prioritized for roads that have not yet failed.
The board will review the packets before deciding whether to authorize a full pavement condition study or pursue a hybrid assessment approach.
