The board approved using the California Multiple Award Schedule (CMAS) to purchase Carrier HVAC equipment for Hermosa Valley School and approved the vendor contract to secure units under CMAS contract 4-21-10-1072. Staff said the administration will separate equipment procurement from installation contracting so units can be delivered and stored while the district completes a competitive bid for installation labor.
"It's about a 17 week delay when you order them," the business officer said, explaining the rationale for buying units now and storing them off‑site to ensure availability for installation before the fall term. The board approved the purchase and then approved the related procurement contract. Staff noted warranties with the furnisher (Russell Sigler/Carrier) and explained that installation liability will be shared with the future installer selected through the bid process. The district and staff also discussed the project’s interaction with the pending bond work and confirmed these particular units are for locations that are not expected to be affected by the bond scope.
Separately, the board authorized consulting services with Richard Heath & Associates to evaluate the variable refrigerant flow system at Hermosa View School and coordinate vendor assessments. Staff said a productive on‑campus meeting had already included Sigler, Carrier, ControlWorks, DAG and RHA and described it as forward progress toward resolving long‑standing HVAC performance issues at that site.
