Council advances street mural proposal for South Monroe, approves closure window

Council discussed scheduling around other downtown events (Applefest and Hoptoberfest) and confirmed the city would not allow closures that would interfere with established events. The council introduced the agreement (which will sit on the table for 30 days) and later approved the related street-closing resolution (26-82) to permit the installation if timing and coordination are met.
