Staff reported six bidders and had recommended a franchisee, Pestmaster of Baton Rouge, but board members said bid totals varied sharply. A substitute motion to accept RPC was made by a board member and seconded; the board then approved that substitute motion by roll call, with one abstention recorded. "One of the things that I know with the discrepancy could possibly be because we had new bidders ... experimenting with it and didn't know the exact description," a board member said during debate. Another member warned that higher call-out fees could offset a lower base bid: "If we got call outs more, it's gonna cost us more."
Board members also discussed recent poor performance from the district’s previous vendor, how call-outs are priced (RPC’s call-out fee was noted as different from some other bidders), and the district’s interest in buying locally when feasible. The motion passed by roll call; the substitute award will replace the current vendor for the contract term. The board recorded the vote (one abstention) and directed staff to finalize contracting steps.
