Yachats council previews zoning changes to allow ADUs and duplexes

Nicole Hedwin, Yachats City Council president, said the council held a group work session with the planning commission and Cascadia Partners to review a draft plan to modify zoning and land-use code. "They presented to us at this group work session a rough draft of how we can change our codes and zones to increase density," Hedwin said.
Hedwin described specific provisions in the draft that would allow accessory dwelling units (ADUs) where properties meet parking, land-availability and easement requirements, and that would permit duplexes in parts of town where they were previously disallowed. She framed the changes as a targeted step to expand housing options without encouraging rapid large-scale development, saying the approach would be “doing it gently” and focusing on workforce and aging-in-place housing needs.
The proposal aims to create additional housing options for workers and older residents who need space for in-home caretakers. Hedwin emphasized the plan is an early-stage draft intended to spark discussion and public feedback at an upcoming community meeting.
