Council and staff explored where the required 20% local match would come from if Vernonia applies for a large parks grant.
"Whatever you're asking for, you have to come up with 20%," the mayor said, noting towns under 5,000 population have that fixed requirement. Staff explained that in-kind work (documented volunteer labor, donated materials or contractor-matched contributions) can be valued above minimum-wage rates and submitted as part of the match, but cash will still likely be needed for some elements; parks currently only has about $16,000 in contingency.
Councilors suggested creative strategies: phased applications that lower the immediate cash need, seeking donations or material contributions from local utilities or contractors, and fundraising to cover decking for yurts or restroom kit installations. Staff will prepare time sheets and material valuations and return with a documented match plan to include in the application.
