Staff described the proposed construction approach and a Phase 1 cost estimate of about $762,941 for grading, primitive campsites and utility stubs.
"That shows that the phase 1 would cost about $762,941," the mayor said, adding that asking for less could leave the project underfunded if prices rise. Councilors discussed doing a first rough-in (pit run) to let surfaces settle before final surfacing and said they may need to hire a contractor with equipment finesse for cutouts rather than relying solely on town crews.
Participants noted the need for a formal survey and possibly a variance to stake elevations; they recommended minimizing scarification outside the campground footprint and balancing earthwork on-site ("balance the site no haul off") to control hauling costs. Stormwater channels, oil separators and other drainage details are included in the plans and will factor into the earthwork budget.
Council discussed staging the work to reduce upfront cash needs but warned that splitting the project across multiple grant rounds could dilute the town's in-kind match value and require returning for additional funding rounds.
