The commission discussed a recent emailed complaint alleging a business refused to allow a service animal and debated whether to rely on an existing ADA webinar or invite an MOD legal representative to present. Members emphasized the value of legal interpretation from the AG's office for business-facing guidance.
Lisa described outreach to MOD and the AG’s legal team and recommended a two-step approach: first, have commissioners watch a recorded Northeast ADA webinar to learn baseline rules on service animals and emotional-support animals; second, invite MOD/AG legal staff to a regional presentation for commissioners and interested local businesses if the commission determines broader education is required. "When it comes to the legal, you know, what you can and cannot do, sometimes it's good to have someone that represents the legal entity of it," Lisa said.
Members also clarified the complaint escalation protocol recorded in the meeting: an initial report comes to the Commission on Disability (advisory), then to the town ADA coordinator (Chris), and, when enforcement is needed, to the AG's office or MCAD. The commission agreed to circulate the webinar link and to watch it before deciding on a larger training or sending a letter to the business.
