Board keeps General Manager's authority at $25,000 while raising requisition and petty cash thresholds

Staff proposed amendments to the District's purchasing policy that would have increased the General Manager's spending authority to $40,000, raised the purchase requisition threshold from $100 to $1,000, and increased petty cash from $100 to $500. General Manager Ryan Gross framed the changes as efforts to streamline operations and reduce administrative workload. "The changes were intended to streamline operations, reduce administrative workload, and address inflation while maintaining procurement requirements, legal compliance, and Board oversight through reporting and consent processes," Mr. Gross told the Board.
After Board discussion President Wurm moved an amendment to leave the General Manager's authority at $25,000 while approving the higher requisition and petty cash thresholds; the motion carried unanimously and the Board adopted Resolution No. 2026-04 with those modifications. Staff said public contracting and bidding requirements would still apply to larger procurements.
